Do You Need Encampments in Civilization VI?

With the editions of districts into Civilization, one of the first ones that I usually unlock is the Encampment District. This is a weird one, as it really does a more specific job than other districts, yet also can be very vital to winning the entire game. This and more can lead to my questions about whether or not Encampments are needed.
