Why is GlobalCoin neither a true cryptocurrency nor a threat to Bitcoin? What requirements and restrictions will GlobalCoin users have? Who will they compete against?

Good points and I think the lines are going to get that much more blended for new people coming into the industry. I am sure it will start causing some confusion as soon as Facebook launches their coin.

my answer: they are competing against the concept of bitcoin becoming an internet currency and therefore global. They are competing to mainstream something to throw a smoke screen and sway the masses away from bitcoin and alts.
