Showing 62% online. What is going on here?

I am having issues accessing sites such as Poloniex, Bittrex, Facebook, Twitter and Reddit. Some sites appear to load just fine but others do not. BTC price is falling at the same time with 0 access to Poloniex or Bittrex. Seems odd to me.

Is anyone else having similar issues?

    I'm in the New England area, during afternoons and evenings I have been having a lot of problems with internet locking up, and disappearing.
