Perception is action-oriented in the sense that a perceptual mechanism overlaps with a mechanism for action
It was the 1960s that spurred systematic experimental investigation of the interaction between perception and action. Applied interests in ergonomic man-machine interfaces, where workers must respond to visual signals, provided a strong motivation for this research. It was found that, although some actions facilitated other actions, a perceptual mechanism overlapped with a mechanism for action.

The overlapping of these two mechanisms is a result of the fact that the brain's sensorimotor systems are necessary for the development of semantic concepts. Without intact perceptual-motor systems, meaningful cognition is impossible. Parkinson's disease patients experience an abnormal level of awareness of their own actions and the outcomes that result from them. Perceptual awareness is thus facilitated by intact action systems. Hence, Wang et al. propose that imitation stimulates rule learning by exposing the brain to new information.

Action-oriented perceptual content
In philosophy, we distinguish between perceptual content and phenomenal character. Perceptual content refers to how we perceive the world, whereas phenomenal character refers to the quality of our perceptual state. While perceptual states do not have to be consciously experienced, there are qualitative properties that we associate with them. Action-oriented content lacks the phenomenal character. We will discuss this further in the next section. We must first distinguish between action-oriented and non-action-oriented perceptual content.

Most proponents of action-oriented perceptual content make empirical claims about perception in the real world, but some claim that the same can be said for perceptual content in other possible worlds. For example, in some situations, one observes a person holding a stick while another observes the same action. The same neural mechanism may be involved in both perception and action. It is therefore possible to say that perceptual content is action-oriented, but this cannot be proven empirically.

Action-oriented perceptual mechanisms
The notion of action-oriented perceptual mechanisms has been used to explain the relationship between perception and action. In his theory, actions are elicited by a certain kind of perceptual state, which can be either semantically evaluable or causally effective. These perceptual states are referred to as "action-oriented" because they are felt as mandates for action. This is the most widely accepted view of action-oriented perception.


While action-oriented perceptual mechanisms are generally described as being "action-oriented," this view doesn't mean that perception is action-oriented. In fact, it can make a wide variety of claims about what causes perception, which can make it difficult to determine if a given perception is action-oriented. But the claims that action-oriented perceptual mechanisms are necessary are not entirely in contradiction with each other.
