in these clues in the newspaper I saw the name zapata and judging by the mariachi hat I knew it was a mexican movie and I looked it up and it was so.
the title of the movie is Zapata el sueño del héroe (Zapata the hero's dream)
here we see the locomotive that they used in the film
and finally the coin that you see on the tracks refers to this 20 pesos coin for the death of Emiliano Zapata.

the film this time for me is Bandidas starring Penelope Cruz as Maria Alvarez and Salma Hayek as Sara Sandoval the two come from opposite sides of the social ladder, fate brings them together when a gang of gunmen, working for railway robbers, murder their relatives to take their land.
In the film the two are shown entering a bank and inside is a person wearing a mariachi hat and the other hat is worn by Sara Sandoval and the rifles when they confront the gunmen as they are robbing the bank.
