In reality, both are revered as higher authorities and each claiming superiority.
A god is a deity more superior than a king. A god needs a king to execute his will upon the earth. The king is that man who stands as a representative of the gods while the king needs the empowerment and backing of the gods to function as a king. The gods is the power behind the throne of the king.
