Tar-Meneldur was born in 543 of the second Age in Tolkien's middle earth. Meneldur became the fifth king of Numenor in 740. Meneldur was very interested in the stars. And Meneldur built an observatory to study the movements of the stars. Meneldur also built new harbors for the construction of ships that would travel to the middle earth. Meneldur waived the rights of the kingdom in 883. And Meneldur passed away in 942 of the second age.
