I took a few minutes out of my busy waiting to put the world a bit straighter on how the UK ought to deal with its railways. The answer is not my own invention, I'm just trying it on for a friend.
No, I think it's an untested idea on the railways but obviously a long-standing way to organise other businesses more democratically. I think it deserves a hearing. Even if we elect a really radical government, It's unlikely that old-style state-ownership is going to get a good hearing, that has been tried :)
There have been a few people writing about it, but could find nothing fleshed out. The way people are talking about it is "mutualised railways" - I think a Corbyn government is likely to look hard at mutualising industries rather than nationalisation as we knew it in the 70s.
My head started hurting when I started thinking about this - Would that be a national mutualised industry or a federation of regional/other more localised mutuals? The London Borough of Lambeth have done some interesting stuff, although on a much smaller scale, like the Young Lambeth Co-op. The members and owners of the co-op are young people who live in Lambeth, and the work of the organisation (commissioning youth services, however they do that) is accountable to them.
I'm far from a railway expert, but it feels like the answer is whatever reduced complexity the most wherever networks meet, without creating new bureaucracy (or risk to staff and passengers lives obvs!) Timetabling is a head-hurting business :)
That's an interesting idea - a workers and passengers co-operative. Has it been done successfully anywhere?
