The rest is a proportional lottery to the voting power for the entire voters.
In other words, the roulette wheel is set by the proportion area to the voting power.

Ahh, nice. See, that's something I wanted to do just to see how the community handles this type of situation. If it gets any traction, this could end up being the most upvoted (with lowest payout/upvote ratio?) from that first selection rule.
Does this mean those with small Steem Power have less chances of winning?
