The following link will allow you to watch for status updates in real time. Coinbase has stated that upon reinstating PayPal withdrawals, they will leave them open for two weeks to allow people to get to their money and find new methods of withdrawal.

"In order to support various new & alternative payment experiences that are valuable for PayPal by virtue of either their uniqueness to the Braintree platform (PayPal, Venmo), or their strategic value to PayPal (Visa Checkout, Masterpass, Samsung Pay, Chase Pay), Braintree will begin the process of sunsetting the Coinbase integration in the U.S. market by June 30th.
If merchants are interested in accepting Bitcoin via Coinbase, they can integrate with Coinbase directly. For more information, the contact information for Coinbase is located directly here, or [email protected].
Sunsetting something may be part of the original plan. In a legal context, for example, a sunset provision is a specification that legislation will no longer be in effect beyond a certain date or after a particular event has transpired, unless an extension is mandated.

Things are changing but not necessarily ending.
Coinbase is overloaded and dealing with lots of paperwork, tickets, legal action from customers.

The agent you spoke with was a bit careless.
She should have clarified for you. When I asked for definitive, the agent let me know this release by no means communicates a cancellation of Coinbase and Paypal integration. Just that an agreement or stipulation between the two companies is expiring.
My first assumption and question were "Does that mean PayPal is canceling sells through Coinbase because it competes with Venmo/PayPal, and wasn't the intended use of PayPal?"
To which she replied that this is not the case. Perhaps this is alluding to actual true integration wherein a vendor can accept BTC/LTC/ETH/BCH utilizing the Coinbase->PayPal conversion to fund the seller in FIAT.
I wouldn't rule out that they are going to fix this yet."
PayPal confirmed there are no plans to "cancel" or permanently disable PayPal/Coinbase integration.
If you read the release, it's directing vendors who want to accept crypto as payment to coinbase@BRAINTREE (PayPal's domain)
