Why do some tourists travel many hours to a new country only to spend most of the time in a luxurious hotel?

If the destination is a beach resort, all the facilities are within the hotel/resort itself. The visitor can spend most of his time within it and enjoy to the fullest. If it is a luxurious hotel in a city landscape, much money had been spent on getting the room, and it is natural for the visitor to want to make full use of the facilities too. However, it is unlikely he or she would not want to explore other areas in the city.
