I dont see why not and i dont like taxes so imho - good for them. If exchangte is hacked or "hacked" but pays back users (like both of those do) then there is no problem.

Tax is robbery imho.

If you are not aware (coz i didnt write), Upbit lost 50 millioin USD worth of ETH in a hack and said they will cover it.
