There is a catch..
Yes you cant withdrawal as Binance doesn't have STEEM in accounts of users - all are up here on STEEM locked for 13 weeks due to TRON/Justin Sun drama. Huobi shows you can withdrawal but it may also mean it will get stuck in queue so you take the risk.
So if you want to use the arbitrage - you risk the freeze of STEEM on Binance for an unknown time.

Out of principle, we should be staying away from the exchanges which used investor funds to power up and vote for the Tron sock puppets. They need to earn trust back, and power down.

Arbitrage is awesome but there's a catch almost every time. I wouldn't risk doing it in this case as well because it will probably get stuck (like you wrote). But if it works well you could make some nice profit 😎
getting stuck right now is sure, but its risk vs reward ratio which counts ;)
