Yes definitely it can be a global threat but I wouldn't agree with if it is already a global threat.
The new spread of polio virus has been reported as a result of vaccine derived mutations in the polio virus. The reported cases are very low in number and most of them confine to Republic of Congo. However this Vaccine strain was stopped from consumption in 2016.
A vaccine derived mutation in the polio virus happens in the following way - A person swallows the oral vaccine, which contains a live, weakened virus. That virus can live in the gut for a while, and then pass from person-to-person, developing mutations along the way. Then it circulates for a long time in many poorly or vaccinated children. Thus making it virulent again.
If the current outbreak of Vaccine Derived Mutated Polio virus is not controlled/confined to the Democratic Republic of Congo it will most certainly spread globally.
Thus it has be dealt with now before it becomes a Global Threat, if it reaches that level, controlling its outbreak would be out of limits for the human race.
