Vultr has offered a Free Tier Program. However, you have to register and get approved. Once approved, you can select a Free Tier instance at (Cloud Compute - Regular - Free Instance).

The Server instance you can get at "Free Tier" is 512MB RAM, 1 CPU which is at 2600MHz, and 10GB SSD and 2TB Monthly Bandwidth.

Currently, the Free Tier only lasts for one year. That may be extended or shrank in the future.

Not all regions have Free-Tier. And as the server specification is really minimum, you can't install Ubuntu on it. Here are the available OS: FreeBSD, OpenBSD, Rocky Linux, CentOS, Debian etc.
