Steem Load Balancer: Fixing a Bug when All Requests Failed
When all requests failed (the server has a intermediate network issue), the code breaks. This crashes the load balancer's container.
I have to add this as a test even though this is unlikely to occur. A proper test would be to check the http response code in this case.
