Laws and Law-Giving

Ages ago there was a great king, and he was wise. And he desired to lay laws unto his subjects.
He called upon one thousand wise men of one thousand different tribes to his capital and lay down the laws.
And all this came to pass.
But when the thousand laws written upon parchment were put before the king and he read them, he wept bitterly in his soul, for he had not known that there were one thousand forms of crime in his kingdom.
Then he called his scribe, and with a smile upon his mouth he himself dictated laws. And his laws were but seven.
And the one thousand wise men left him in anger and returned to their tribes with the laws they had laid down. And every tribe followed the laws of its wise men. Therefore they have a thousand laws even to our own day.
It is a great country, but it has one thousand prisons, and the prisons are full of women and men, breakers of a thousand laws.
It is indeed a great country, but the people thereof are descendants of one thousand law-givers and of only one wise king.

The Wanderer never gives the full story, the ending is there. But it is not written as a conclusion, it is concluded in us.

yes I did not write "The Wanderer" in 1932, I was not born back then, and quoting stories from my favorite writer is not illegal last I checked. I did give him credit, but I would not dare expand on his work. The only one to expand on his work was his lifetime friend Mikha'il Na'ima. I would maybe make some comments with people who love his work as much as I do.
I'm not trying to be a jerk here (I'm about to go back to my Teaching career and my brain is in that mode )
In the current version that I'm looking at, there's no mention of his name in this post. I took the liberty of looking at some of the other posts you've made today, you credited him there .
Also, what I meant by expound is to offer 'Commentary on what this means to you' - that's all :-)

Why there are seven laws? I guessed about twelve..
The US Constitution consists of seven articles and 27 amendments. The original seven articles took effect in 1789. The 27 amendments were added to the Constitution from 1791 to 1992. The first ten amendments were enacted in 1791; they are often called "the bill of rights."
