panning and shutter spped

Going over some nice shots while on vacation in Amsterdam. Beautiful city great vibes rich in history and diversity. Some shots need post editing work as you may have notice some don't require none. Above is one I think is good as is. Let me know what you think and can you guess the ISO and shutter speed ?

    hey great shots you got there
    whats the setting i can use for nice panning shots. i ahd sone issues with my iso. i intend to shoot some rumnners.
    am a newby at this and watched a bunch of youtube videos

      It interesting how the subject in the photo is clear the background is blurry. Is this a special Lense?
