Theoretically yes. Plans don't always work out the way we expect. Some folks choose or need to "bug in". A world without the rule of law is indeed a very dangerous place. Some folks will be creative predators almost immediately. Some will be later on. Thanks for stopping by!
I can see it that way for certain. people need to be able to move fast and get out if they're going to try and leave, they need it set up in advance.
