Blockchain interface applications can be decentralized or centralized. For example, Steemit.com is a central blockchain interface because it is controlled by a single entity.

Steemit.com is controlled by Steem Inc, a US-based company that creates the Steem blockchain.

Steem.io is not central because the master software running Steem is not controlled by a single entity or has no single point of failure.

General blocking applications are either client-based interfaces or centralized applications.

If an application's governance system is not centralized, then it is called a DApp. An interface is an application used to interact with the blockchain. Steemit.com is a blockchain interface for the Steem blockchain, which allows general users to interact with the blockchain.
