This here is a fanart of Mitsuri Kanroji from the manga and anime franchise called Demon Slayer : Kimetsu no Yaiba. And the reason why she is singing this song is that in the anime, she is voiced by Kana Hanazawa the same voice actress who sing that famous song LOL! She's a very talented singer and voice actress, but that song was so popular among anime fans that I can't help relate her with Renai Circulation!
