What is it?

Photo from one of the stops. This one was found in the trash. Kinder surprise Is one of the favorite children's sweets with a toy inside. Who would want to throw out Kinder Surprises taking there toys? I only have two versions. It's either a toy collector or a thief who stole a box of kinder surprises for the same toys.
