well there is less than 2 months for "the plan" to make something actually happen, hopefully Trump's October surprise is better than whatever October surprise will be flung against him.
I agree with you that the US elections are something of a hard deadline to get some stuff moving, in order to insure the election goes well...
Don't be surprised if the majority of the plan is over the remaining 6 years.
