I've found roses can take quite a battering with regard pruning @steven-patrick. The one we have growing in a pot is really suffering from serious aphid infestation too but I wouldn't want to cut it to the ground as it's a climber and has taken years to get where it is.
every year the infestations seem to get worse though. 😢
Glad to see your roses are coming back. The one in the photograph looks nice and healthy. 😊
My roses are bushes so cutting them down is not a problem. I agree other types don't make sense to cut all the way down. Good luck with yours :)
