Need help identifying something and some silver

Hi all, i need some help with finding out a bit more information on a piece of ceramics i bought as i cant decipher the makers mark and it does not strike me as a cheap piece, any help would be amazing.

I alsi bought some beat up scratched silver today which i have buffed, polished and sonic cleaned to make it some now sellable silver jewellery.

              It looks like something you might place a Hot Item on, (perhaps a Hot Pot of Tea) so it doesn't burn your Wooden Table Top...
