VAR - video Assistant Referee exists to prevent the officials in a football match from making costly mistakes that may affect the outcome of a football match due to natural human limitations.
So far, VAR has served as a kind of impartial judge that ensures that the margin of error is reduced to almost zero. So for me, VAR is a good innovation that will make football more interesting for the fans. Not only that, VAR will eliminate any bias in the process of officiation.
Soccer had been one of the few (big) sports without VAR for a long time! It takes away the appearance of partiality to some degree. I believe this is the main concern for FIFA (especially in this time). Partial referees must have existed and therefore, I agree most with your last point: 'eliminating [reducing] bias'.
