I don't know if downvotes count against your voting power but if they don't they should. Then people would be limited in casting downvotes as they are with upvotes.
Well, they are limited. The problem with these guys is, they don't really care if they're affecting your rewards or not. They seem to just be doing it out of spite, with some purpose to blame the real bots that go around downvoting posts that are deemed spammy, plagiarized or otherwise blacklisted. So, according to @themanwithnoname, they can just keep casting downvotes, even when they're voting power goes down because the lower it goes, the less the downvote takes percentage wise from what's left. Thus, they'll never get to zero.
If they had enough SP to do any damage, maybe they'd worry about it more, but right now, they'll just keep doing it.
