The Right of Children to Education in a Country in Economic Crisis
The right to education is the main basis of any society or community in the world, is what character and discipline is formed in every society and most importantly where good people are formed which will make a change to the world taking it to the best future.
In Latin America, education is 45% free and 55% private, in many of these countries going to school becomes a luxury because to pay for a school or university, you must pay a monthly fee or registration.
For example; the country of Colombia free education is 40% and private education is 60%, this has as a consequence that low-income people can not send their children to school, because they do not have the resources necessary economic.
Venezuela is the other side of the coin, 30% of education is private and the other 70% is free. Venezuela has the best service in the field of education where thousands of children have the opportunity to go to classes for free.
Unfortunately the last 2 years the rate of students has dropped 62% due to the economic crisis that Venezuela is experiencing, the price of school supplies has increased as the price of school uniforms.
The school uniform has a price of 900Bs.S ($ 10), school supplies are around the price of 1,000Bs.S ($ 100), school shoes can be priced at 600Bs.S ($ 7) approximately.
That is an approximate of 2,500 Bs.S ($ 117) per student, without forgetting that the minimum salary of a Venezuelan is 1,800 Bs.S ($ 20), they already have an idea of how difficult it is for a parent be able to send their children to classes.
Daily absences are becoming more noticeable every day. Children who tell us that they do not go to class because they have nothing to eat or that they are out of date because they went to stand in line with their representatives to buy food. In my school we have the blessing of having a large mango tree in the middle of the yard, when a mango tree falls we do not have children, we have piranhas that fight over the handle. "
It is not only about the lack of units, but also about the cost of the transfer, which conspires against the tight family budget, since the preferential student passage was also a memory of another era. To this is added the lack of cash. "There are mothers who have to dedicate themselves to selling things, even if they are minors, to complete the cash they need for the tickets.
The economic crisis has generated in schools and universities a drop in students who in less than a year have stopped attending classes.
The first ones that are going to be excluded from the education system in the midst of a crisis are those who are finishing secondary education or start university, because families will try to keep the youngest ones in school, "explained the researcher. "More than 2 and a half million young people between 18 and 24 years old do not attend an educational center.
If this situation continues we will be witnessing a drop of 80% in schools throughout the country.
Other causes mentioned as barriers to attendance in the classrooms include the lack of food in the home and in the school, as well as water service cuts, as well as blackouts, protests, strikes or staff stoppages and teacher absenteeism.
The absences are 46 out of every 100 students between 3 and 17 years of age from the poorest strata, and 32 out of every 100 students from the most resourceful classes. In this sense, the crisis is democratic: the problems that cause absenteeism are not exclusive to the most disadvantaged sectors. The director of the Center for Economic and Social Research of the UCAB, Anitza Freitez, one of those responsible for the survey, cites the example of what happens with water. "The programmed and unscheduled rationing crosses the entire social spectrum, it is not only marginalized sectors, as in another era, but also urbanizations of middle and upper middle classes."
This situation can be analyzed as the worst in the history of education in the country, which not only faces an economic problem, but also problems in the field of food and education.
"The rights of children have absolute priority, as established in Article 78 of the Constitution and the Organic Law for the Protection of Children and Adolescents, but the Venezuelan State goes over this and puts rights against rights competing."
Far was the goal of the Organic Law of Education that establishes that in schools 200 effective days of classes must be dictated. Ramos calculations indicate that with difficulty may be issued 144 days, in case there were activities until July 31, but even that figure looks optimistic. "There are many internal and external obstacles that conspire against the fulfillment of school days and some students lose more classes than others; there are days that are incomplete. For example, when there is no electricity or water, or the Food Program fails, students are sent home earlier and class hours are lost. When the teacher can not reach the school, for multiple reasons, such as the transportation problem, many times there is no substitute and the learning is delayed. Not to mention irregularities such as the days when schools had to join campaign events. "
