1. IBM Reveals Stellar-Based ‘Near Real-Time’ Blockchain Payment Network

IBM has brought its Blockchain World Wire (BWW) payment network out of beta this week, according to a recent post on IBM’s website.
BWW, which uses digital currency on Stellar’s blockchain to facilitate international settlements between banks in “near real-time,” is the latest step forward for IBM and Stellar, which have been eyeing blockchain payment options since October last year.
“The solution uses digital assets to settle transactions — serving as an agreed-upon store of value exchanged between parties — as well as integrating payment instruction messages,” a new summary of the platform explains, noting:

“It all means funds can now be transferred at a fraction of the cost and time of traditional correspondent banking.”

As Cointelegraph reported in July, IBM had partnered with Stronghold, a Stellar-based asset, to create the Stellar network’s first stablecoin.
“We see this as a way of bringing financial settlement into the transactional business network that we have been building,” the corporation’s vice president of global blockchain Jesse Lund said at the time.
The latest move provides fresh competition for entities such as Ripple, which has had a controversial few months as executives voice doubts over blockchain’s appeal to the banking sector.
While IBM claimed that blockchain could “revolutionize” the global financial system in an analysis published in January, the firm nonetheless considered the idea of banks themselves becoming obsolete as “not likely.”

2. KISA, 블록체인산업 총괄한다… 100억원 투입 생태계 확대

한국인터넷진흥원(KISA)가 블록체인산업 육성을 총괄한다. 6개 공공블록체인시범사업도 KISA가 전담한다.
4일 KISA는 공공블록체인 시범사업을 총괄한다고 밝혔다. 현재 정보통신산업진흥원(NIPA)에서 담당하던 블록체인 사업도 모두 KISA가 담당한다.
현재 공공블록체인 시범사업을 추진하는 정부부처는 과학기술정보통신부, 국토교통부, 농림축산식품부 등 총 6곳이다. KISA는 여기에 100억원을 투입해 12곳의 정부부처에 블록체인사업을 도입할 계획이다.
한편 이번 결정으로 KISA는 지난 5월 NIPA에 이관했던 블록체인업무를 다시 담당하게 됐다.
민경식 KISA 블록체인확산팀 팀장은 “NIPA와 업무 협의를 통해 KISA가 기술선도를 통한 신시장 창출에 주력하소 NIPA는 민간 전문기업 육성에 주력키로 합의했다”며 “내년에는 공공블록체인 시범사업을 12개로 확대하고 KISA 내 블록체인 관련 인력도 대폭 늘릴 것”이라고 말했다.

3. Intel, SAP Join Forces to Resolve Blockchain Bottlenecks

US chip maker Intel has teamed up with German software giant SAP to research some of the current blockchain problems like scalability, Intel’s strategic relationship manager Tim Allen said in a blog post on Tuesday. Allen presented the two firms’ joint studies on the distributed ledger technology (DLT) transactions and gave more details about Intel’s participation in the SAP-led blockchain consortium launched earlier this year.
SAP and Intel analyzed the German company workloads to evaluate how blockchain can be optimized by using the existing software and hardware solutions. The partnership aims to make DLT more widespread among current business models and customers by creating ‘superior blockchain technologies’.
