It's About Control, Not Safety
I really would just love it if "1984" wasn't used by the State as an instruction manual. The city of New Orleans will get a bunch of video and audio feeds into their little command center so they can properly "police" the French Quarter, and up to Canal Street.
Where are they getting these video and audio feeds?
The city spent $40 million on "Crime Prevention", and forced businesses to install these cameras and license plate readers for the city's use. Guess what? It is going to expand in 2018. This is happening in New Orleans, but I can almost bet you Federal Reserve Notes to donuts that it is happening or planning on happening in your area as well. The State isn't going to let you rest on your laurels. Be vigilant, and oppose the implementation of the surveillance apparatus. This is why your local elections have more of an impact on your daily life than what the Washington D.C. critters do.
How would crime be deterred by the free market or voluntary means? There would be private security company or companies that would man a monitoring center that is paid for by the businesses and residences in the areas mentioned. Insurance companies could also employ these security firms just as well. Also having security guards as a visible presence at those businesses would deter some crime. Since, the State isn't going away anytime soon, those security companies could work closely with the NOPD to get arrests or assist in investigations. That way, these places are voluntarily putting up cameras recommended by their security or insurance companies. The visible placement of guards would let people know they are both being watched, and there is someone there to physically step in should something happen.

I like the private solution idea
I read about this over thanksgiving. My biggest concern is that eventually the city will be under total surveillance and police will abuse this power to spy on people they have personal conflicts with, perhaps even finding blackmail material on them.
Very possible, it happens at the federal level too.
