How to Draw Clouds
Throw down a blue layer and fade it out to white.
Drop on a bunch of white blobs where you want your clouds.
Now some grey blobs in the bottom of each cloud.
Use your smudge tool in a circular motion to mix up the white and grey. Also blocking out the shapes of the clouds.
Chuck on some more grey and white with the paint tool to indicate light and shadow.
Go to work with a smaller smudge tool in a circular motion. When the shapes look good go in with the blur tool and smooth out.

I used that wiping technique on micrographx picture publisher years ago, but I never thought about drawing clouds ;)
