How did the experts know the timing of the hard-fork

Since i started my late journey in block chain technology, i was wondering how did the experts know the timing of the hard-fork for bitcoin?

it was clear to me that the BTC block chain is an open source. but my question is if thy know the timing very sharp and accurate why thy did not Inform us about the certaint consequences!
