Beautiful Landscape Toronto

I was wondering how people can create something like this, and was wondering how much time it took them to create this beautiful place, I mean not the landscape because it is natural resources, but the system of the elevator, and all this huge stairs at the top of the mountain called Mont Morency Place locaded in Toronto Canada.

When we are flying and crossing the ground to the Air it was like something extrange move us with the stronge pushing behind us, that moment everything was changed, people under us was looking smaller than before and almost disappearing, but what is better for people living on the Air, or staying on the ground safely..?
