Well the thing is here, if you're unable or unwilling to enforce your rules through overwhelming force (such that resistance is ultimately futile) you will have to parley with the opposition in some manner.

Fighting a war of attrition, clouds of propaganda looming over the battlefield.
Sometimes people attack head on and carnage ensues. other times someone attempts to starve the other side of resources or initiate some sort of subterfuge.

When it's a war against human nature, perhaps war is the only thing there is to life. Peace is just the war you're winning...
