What do you think the word "silence" mean ?

Silence is the state of being quiet. It is a state of muteness. A period without any form of sound.

Does silence denotes weakness ?

Silence does not denote weakness and at the same time it denotes weakness in some situation. Silence is a very powerful weapon most times. Imagine you being in a situation where someone offended you and the person is still claiming right, you keeping quiet in that kind of situation is the best thing to do as the person will end up looking foolish.

Silence many at times denotes strength rather than weakness. It is not easy to keep quiet when you can choose to speak and put someone in their place especially for someone in a place of power.
Have been in a situation recently were someone offended me and i choose to keep quiet about it and instead show the person love but it was not easy for me but that makes me the bigger person in that situation.

And there are situations where if you keep quiet, you will be taken advantage off at those times it is advisable you speak up to prevent people taking advantage of you.

Do you agree with the fact "silence allows violence " and why ?

I do not agree with the fact that silence allows violence instead silence prevents violence. There are situations that if two persons are having issues and both decide to air their pain aggressively it can lead to violence but if one chooses to be calm violence can be avoided.

Should one be outspoken all the time or sometimes?

There is a saying "wisdom is profitable to direct". It is not every situation you talk and it is not every situation you keep quiet. In a situation where someone is falsely accusing you, you can't keep quiet at that point but rather you speak up for yourself as not to end up in cell for something you did not do.
But in a situation where someone just want to have a fight with you for minor issue you can keep quiet and prevent violence.
