I don't think it's universally applicable to the Left. If one has some degree of introspection they know it doesn't apply to them, which is why you find it silly instead of offensive.
Those who parrot approved talking points and shut down mentally when presented with a potential contradiction in their positions; they're the ones it's mocking.
I think it's dumb, but I also think the reaction to it was equally dumb. Twitter banning anyone who used the NPC meme only threw gasoline on the fire and made things worse than they are.
FWIW, both parties have this gigantic, unthinking horde of followers who easily fit this "NPC" trope. No value, no thoughts of their own, no point other than to be a face in a crowd.
