BPJS card! Do you have it?

Pada kesempatan ini saya ingin membagikan sedikit pengalaman di tempat saya bekerja yaitu salah satu Rumah Sakit di Aceh.

On this occasion, I would like to return a little experience where I work, one of the Hospital in Aceh.

Berdasarkan judul tulisan di atas saya mau bertanya, Apakah rekan steemian sudah punya kartu BPJS kesehatan? Jika belum, saya sangat menyarankan steemian untuk segera mendaftarkan diri ke Kantor BPJS Kesehatan di tempat steemian berada.

Based on the title above I want to ask, whether steemian colleagues already have health BPJS card? If not, I am very sure steemian to immediately open up in BPJS Health Office in place of steemian located.

Jadi, hari itu adalah hari sabtu. Saya bekerja di shift siang. Ada 4 orang pasien di ruang High Care Unit (HCU). Dari empat pasien, ada satu pasien yang diinstruksikan oleh dokter untuk dirujuk ke Rumah Sakit Provinsi dikarenakan fasilitas alat pemeriksaan penunjang di Rumah Sakit tempat saya bekerja masih belum lengkap. Kita sebut saja namanya pasien X, laki-laki, usia 65 tahun dengan masalah Stroke Hemoragik.

So that day is Saturday. I work the afternoon shift. There were 4 patients in the High Care Unit (HCU) room. Of the four patients, one patient was instructed by the doctor to be referred to the Provincial Hospital due to the facilities of the investigation tools at the Hospital where I worked was still incomplete. Let's call it patient X, male, age 65 with Hemorrhagic Stroke problem.

Berdasarkan laporan di buku rawatan, Pasien X masuk ke ruangan HCU sekitar pukul 11.00 wib dengan keadaan penurunan kesadaran dan tekanan darah di atas batas normal. Di ruangan ini tanda-tanda vital pasien dipantau melalui monitor.

Based on the report in the book care, Patient X entered the HCU room at around 11:00 am with a state of decreased consciousness and blood pressure above normal limits. In this room, the patient's vital signs are monitored through the monitor.

Sebelum dilakukan proses rujuk menggunakan ambulan, keluarga pasien X diberi penjelasan terkait kondisi pasien X dan alasan dilakukan rujuk oleh dokter. Meskipun demikian, keputusan tetap di tangan keluarga karena pasien sedang dalam keadaan penurunan kesadaran, apakah keluarga setuju untuk dilakukan rujuk atau tidak. Saat itu keluarga meminta waktu agar bisa bermusyawarah dulu dengan keluarganya yang lain.

Prior to the reconciliation process using the ambulance, the patient's family was given an explanation regarding the condition of patient X and the reason for referral by the doctor. Nevertheless, the decision remains in the hands of the family because the patient is in a state of consciousness decline, whether the family agrees to be reconciled or not. At that time the family asked for time to be able to consult with other families.

Setelah menunggu beberapa waktu, Keluarga pun setuju untuk dilakukan rujuk pada pasien X. Penanggung jawab rujukan pun mulai menyiapkan berkas-berkas untuk rujuk.

After waiting some time, the family also agreed to be referred to patient X. The person in charge of the referral began to prepare the files for reconciliation.

Sembari menyiapkan berkas, keluarga mengatakan bahwa pasien X tidak memiliki kartu jaminan kesehatan seperti BPJS kesehatan atau yang lain. Karena kartu jaminan kesehatan seperti BPJS Kesehatan sangat dibutuhkan untuk mengklaim seluruh biaya perawatan pasien X selama di Rumah Sakit dan biaya rujuk menggunakan ambulan, jika tidak pasien X akan dianggap sebagai pasien umum. Artinya seluruh biaya rawatan ditanggung oleh pasien/keluarga. Mau daftar ke kantor BPJS, Kantornya tutup karena hari itu Sabtu. Hari sabtu dan minggu adalah hari libur kerja.

While preparing the file, the family says that patient X does not have health insurance cards such as BPJS health or others. Because health insurance cards such as BPJS Health are urgently needed to claim all patient care costs of him during hospitalization and referral charges using ambulances, otherwise X patients will be considered as general patients. This means that the entire cost of care is borne by the patient/family. Want to register for the office BPJS, Office closed because it was Saturday. Saturdays and Sundays are a day off.

Saya dan rekan kerja segera melapor keadaan ini ke bagian pelayanan Rumah Sakit. Rumah sakit mengeluarkan kebijakan untuk membuat perjanjian tertulis yang isinya keluarga membayar seluruh biaya perawatan pasien mulai dari IGD hingga ke ruang rawat HCU sebagai jaminan, jika fotokopi Kartu BPJS Kesehatan pasien sudah ada maka sejumlah biaya yang dijaminkan akan dikembalikan.

My colleagues and I immediately report this situation to the hospital service. The organization issued a policy to enter into a written agreement which the family pays for the entire cost of patient care from the ER to the HCU as a guarantee if a copy of the patient's BPJS Card already exists then the amount of guaranteed fee will be refunded.

Saat itu keluarga setuju walaupun biaya yang harus ditanggung sangat besar. Hampir mencapai tiga juta. Biaya rawatan, visit dokter, cek lab, pemeriksaan EKG, dan termasuk biaya obat.

At that time the family agreed even though the cost to be borne very largely. Nearly three million rupiahs. Maintenance costs, doctor visit, laboratory check, ECG examination, and including drug costs.

Kesimpulan : Keadaan seperti di atas pasti tidak akan terjadi jika pasien memiliki kartu jaminan kesehatan. Keluarga juga tidak harus mengeluarkan uang untuk membayar biaya selama rawatan walupun itu sementara. Jika dalam keadaan itu kita punya cukup uang mungkin masih bisa diterima, namun jika tidak, pasti akan menimbulkan masalah baru. >Conclusion: The circumstances mentioned above certainly will not happen if the patient has a health insurance card. Families also do not have to spend money to pay expenses during the treatment even if it is temporary. If in those circumstances we have enough money it may still be acceptable, but if not, it will definitely cause new problems.

Saran saya untuk rekan steemian yang sudah punya Kartu BPJS itu sudah baik, untuk yang belum punya segera daftarkan diri ke Kantor BPJS. Kalau bisa coba tanyakan ke teman, saudara, atau anggota keluarga steemian, apakah mereka sudah punya kartu BPJS?

My suggestion for steemian colleagues who already have the BPJS Card is good, for those who do not have immediately register themselves to the Office BPJS. If you can try to ask friends, relatives, or members of the steemian family, do they already have a BPJS card?

Jangan sampai kita yang sakit menjadi beban untuk yang lain hanya karena tidak punya kartu jaminan kesehatan

Do not let our sick be a burden to others just because we do not have a health insurance card.

Untuk di Aceh, warganya tidak perlu lagi membayar biaya pendaftaran dan iuran bulanan dikarenakan biaya daftar dan iuran sudah ditanggung oleh Pemerintah, kecuali jika warganya mendaftar Mandiri. Ada biaya yang harus disetor tiap bulannya sesuai dengan kelas pelayanan yang diambil saat mendaftar.

For Aceh residents no longer need to pay the registration fee and monthly fees because the cost of the list and fees has been borne by the Government unless the citizens register Mandiri. There is a fee to be paid each month according to the service class taken when registering.
