I think it kind of depends. If you're starting out and need to get more Steem Power so that you can have more curation power, I don't think there's necessarily anything wrong with self voting.

I suggest it has to do with post length.

For example, most of my posts are rather on the long side. It doesn't make much difference whether I upvote or not. (I've delegated most of my SP at the moment.) I've observed this to be the only hypothesis remaining unfalsified on average for most short vs. long posts that I saw.

Therefore I infer it has nothing to do with manners or norms on the platform. Many persons self upvote, and both Steemit and Busy encourage it. And many don't. The effect yes/no seems to be only significant if you have > 10,000 SP and your vote is at least 1 $, or if your posts are short rather than long.
