I believe it is an almost impossible task. However they will be able to regulate the big businesses.
Big businesses like what though? It won’t be too long before decentralized exchanges area thing. If they regulating mining companies like genesis mining and hash flare I believe there will be a algorithm that will be created to make it ASIC resistant and there will be more community support to fork it if need be to avoid regulation and centralization of hash rate. There is nothing the government can do about crypto like how they can’t control the dark web
