Ever notice how there is very little change with government policies? Politicians do not want to get their hands dirty. Accountability can be a terrible thing. It's an unfortunate truth that sometimes it is better to do nothing, than to do something. If something does need to be changed, and public outcry happens - someone else is always to blame. Be aware that the politicians of the world are keeping this law close to their heart.*
