Hey @beeyou, the reason is simple: The STEEM price is below $1. See http://steem.supply/rewards for a detailed explanation.
The post values shown on Steemit/Busy/... are in STU, while the payouts are in STEEM and SP - these are different units/assets with different values.

on 100%: no, not really, but mainly because there is no SBD but only STEEM paid out a.t.m.

If you plan to power-up anyway, it currently makes no difference if you immediately get in in SP, or half-SP half-STEEM because they are "worth" the same.
If SBD is paid out and SBD > $1, then you could buy more STEEM from SBD than what you would have got from 100% SP... uh, seems complicated reading my own text - is this clear?!

I had an inkling it was related to STU after I made the post. I remember having the conversation once with @eonwarped on the dust threshold value and difference between displayed STU and actual payout. Just saw you also have a recent utopian post out on the dust threshold.

I appreciate you stopping by with the reason @crokkon! I usually don’t look at payout so thought I had missed something. Will do some reading on the detailed explanation. Thank you!
