The problem seems to have been an adequate process of verification in the source of funds and the identity of the recipient of the card. This left VISA open to liability of accusations of aiding money laundering. Note that VISA have not cracked down on cryptocurrency in principle, only on the failure to comply with legal obligations.
Makes sense, they will always protect their bottom-line. That being said I believe its a move to protect their down- the-line as well.
