Condoms are hard to come by (no pun intended)

For reason(s) unkown to me, condoms are very rare to come by in all of Gaia, as far as I'm aware, anyway. I can't imagine why this would be the case, but, there it is, it's one of my biggest complaints about civilization here in Gaia, and it just puzzles me that it's even an issue.
