Should dapps pay for their own marketing ?
@steemit added ads on the website and they have an income from that now, so they can make more useful work for steem community. Check more details about what they are doing here : @steem.marketing
But do you think enough for them to do something about the marketing ?
Maybe dapps also should use a part of their income to promote their own apps, what will help in promoting steem as well.
Even if they don't want to use their own money earned from curation, they can at least create contests and people participate in them and get big upvotes from them. People can create banners or even start marketing campaigns. They maybe rewarded by upvotes as well.
Behind each application there is a big community and I think each community can do something about that.
Even community leaders are thinking now to invest some their own money to start promoting steem.
For example @dtube can create a good video, @dsound can create a music for that, @utopian-io a certain program, @busy.org a good articles that will be rewarded, @steempress something on wordpress, @actifit something related to sports, @esteemapp a good promotion application on android or ios ...
There are a lot of dapps and if each one of them will do something about the marketing, I think that will help steem blockchain a lot.
If we take a look at @oracle-d , they created a lot of tasks to promote steem and that's awesome, what if each app will do the same ?
We have @blocktrades doing contests as well sometimes.
So, we already have @steemit doing something about that, @oracle-d, @blocktrades some steemians and communities who are doing creative things to promote steem, so we need now dapps to do their part as well.

Perhaps they should have a program that would provide incentives for users to advertise. Maybe like a referral program?

Why not, that's also good, but they should do something about it for sure. They have big delegations and they usually earn from curation and they power down that, so why to not use a monthly part of their earning to pay the marketing, it's useful for them as well, so they may get more delegations that way. Or at least they can make contests and reward people who promote them on the web. Or reward those who are already promoting them for free, it's easy to find people who are doing that on twitter for example, or on youtube or anywhere in the web.

Some yes, some no. But Unfortunately, facebook already is banning crypto related projects.
There are a lot of ways to promote crypto. We still have other social media, we still have forums, blogs and famous writers or vloggers who are ready to accept any kind of payment for promotion.
