About Downvotes
With the advent of the HF21 the number of downvotes has significantly increased in order to counteract illegal or bad content and prevent the author from recovering rewards. Steemit has profoundly changed, in my opinion for the better, and the good contents are mostly voted by all the curators of many whale accounts such as @blocktrades @upmewhale @rocky @ocdb and many others, replacing the method of buying and selling votes that did not reward the good ones content but only those who bought their vote.
In my opinion, all this has made Steemit a better and more credible place for all users.
Accounts like mushroom with a minimum reputation of 25 appear, usually registered for a few weeks, and that randomly launch downvotes to all contents, whether they are good or not. Personally I don't care about them but it would be curious to understand why. An example of an account that recently left me a downvote is @mandraki on my post [HERE] (https://steemit.com/aaa/@claudio83/my-review-trading-places-una-poltrona-per-due- eng-eng)
Looking better at the details from Steemworld we can see how a series of downvotes started from this account at the same time and with the same percentage of vote, albeit irrelevant. If I scroll through the actions of the last 7 days, there is absolutely nothing. It has been a dormant account so far.
I don't know if it is possible to do something for these accounts: for example remove the delegation from @steem or proceed in some other way. Did you also receive or receive downvotes from similar accounts?

Ah these pesky people with Rep of 25 that downvote, receive up to 30 of them on posts that have little not to enjoy, unless you hate nature or travel.
When they first appeared I looked into many of them, decided they are not worth the time nor attention since none can even write a post.
Hopefully Steem platforms will find a way of dealing with this hindrance @claudio83
they begin to be many and should be somewhat contrasted to give a cleaner image to Steemit 😎

Swelling numbers with useless accounts appears to be totally counter active.
Not going to worry about it, being a platform developers problem.
