The black bars are just a crop overlay on the video. So I add an adjustment layer over the video, add the effect "Crop" onto it and then bring them in to about 11% or so.

It is indeed a great view. I’m reminded each time I visit there how relaxing even just the marina can be to spend time. Glad you enjoyed it.
