Since we unvote the vote, the money is put back into the reward pool. So the user pays, we pay the voter and later remove the vote. The voter looses their curation and the user looses their reward, which both go back to the reward pool.
Would there be money we can just keep, then a fund is a great idea. We recently added a change to at some point stop refunding to banned users. That is actual money we could use for good purposes. I will make a mental note to crunch the numbers if implementing such a pool would be worth the effort :)
Great Meme! Its hard out here for a minnow. But with time and continuos growth may we all one day be big whales. But, we will use our whale powers for the greater good of the steemit community. I know personally once I have enough steem power to matter I will go in search of great content from new users and make sure they are rewarded for it. Cheers!
It would be great if the money from the No refunds went to a fund to give delegations to minnows and cultivators!

Kind of problematic. Unvoting doesn't restore voting power. Which means that the curator is wasting his/her voting power.
Am I right?

Yeah the grind is difficult for a minnow, but one day we will be fat whales! I believe!!
