Anecdotally whenever the SBD is sold there is a small but noticeable decline in the price of SBD. It is entirely up to voters how much SBD is allocated to this, and more will have a larger effect.

I'm not understanding the purpose of this, other than to run up rewards.
Forces the price of sbd back down to a dollar a little bit, increases the price of steem a little bit and all SP earned is delegated to good causes
