When countries impose sanctions on another who is the 'winner' & who is the 'loser'?

Those in power who make the rules / descisions are barely affected, but he person in the street feels the brunt of such actions.
So even if you agree or don't with the policy makers of USA or Iran etc, the interesting part is crypto provides a payment method that can be used to transfer fund / 'money' globally, so does this mean the sanctions are less powerful?
Or does it simply mean that students can pay their fees & not get kicked out of class?
