Both dogs and humans don't follow formal traffic rules all that strictly there. And, oftentimes, with good reason as some places there are no clearly marked sidewalks, street signs are ambiguous or missing, puddles force the traffic to follow weird patterns, etc.

These dogs are clearly well adapted to the environment they live in. Drivers expect them, pedestrians do too,they make their way through both auto and pedestrian traffic. They seemed to be in good shape as none were malnourished, though they were at times a bit dirty and dusty. Same would be true of anyone who spent any amount of time walking those streets, though.

This was the day the coronavirus crisis started hitting the town for real. I am sure due to the closure of the border a lot of businesses in the area are closed now. I hope both the humans and the dogs are still getting by.
